About the position: This position is located at the NAF Accounting Office. This is a NAF (Non-Appropriated Fund) position assigned to the 31st Force Support Squadron at Aviano AB, Italy. Duties The Non-appropriated Fund (NAF) Accounting Office provides full-service accounting for all NAF activities, to include accounts payable, accounts receivable, payroll, and general ledger accounting to the NAFIs. The Financial Management Specialist serves as the Accounting Office Manager, and provides financial management, banking, and accounting services to the 31st Force Support Squadron Non-appropriated Fund Instrumentality (NAFI) activities. Analyzes the monthly, quarterly and annual NAF financial statement and reports. Works closely with HQ AFSVC and Services Installation Financial Management & Comptroller Branch financial personnel to resolve any accounting discrepancies. Ensures timely distribution of reports to installation level activities and managers and submissions of required reports to higher headquarter level. Applies accounting concepts when rendering financial guidance to managers and higher-level officials. Develops and reviews financial statements and prepares financial reports ensuring accurate and timely receipt of source documentation from activities and efficient processing inside the NAF Accounting Office. Establishes; revises, or reviews policies, procedures, mission objectives, and organization design, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Establishes, develops and maintains effective working relationships with FSS executive staff, activity managers, and activity personnel responsible for financial and accounting functions. Serves as technical expert in the matters of financial resources. Provides direction and advice regarding policies, procedures and guidelines. Researches and determines appropriate recommendations for unresolved or questionable problems and performs follow up. May audit policies, programs, methods and procedures, identifying need for change and takes action to implement. Participates in special projects, initiatives and assignments including PACA and AF Audits. May be delegated fund custodian responsibilities. Supervises subordinate staff performing a full range of supervisory responsibilities and supports the Equal Employment Opportunity Program. Qualifying Experience: Applicant MUST demonstrate thorough understanding of Generally Accepted Accounting Principles (GAAP) and its theories, principles, practices, and techniques. Applicant MUST demonstrate thorough understanding of Nonappropriated fund (NAF) accounting procedures AND procedures for protection NAF assets; their administration; application, methods, and internal controls. Applicant MUST possess experience with Air Force Services Financial Management Systems (AFSFMS), Services Employee Timekeeping System (SETS), and Services Installation Support Portal (SSC Portal). Applicant must possess skill in analyzing NAF financial relationships and developing recommendations for accounting actions. Ability to work accurately with figures. Must have skill in analyzing NAF accounting data to solve a variety of problems experienced by resource management personnel and activity managers. Ability to communicate clearly and effectively both orally and in writing. Ability to apply analytical methods and techniques to budgeting work. Ability to effectively and thoroughly apply research and problem-solving techniques for reconciling numerous complexes supporting ledger and financial reports. Applicant must possess 1 year of experience as a NAF Lead Accounting Technician (General Ledger) in a NAF Accounting Office. A bachelor's degree in a major accounting discipline, i.e., accounting, auditing, or finance. May substitute for 6 months of the above of the experience requirement.
