Hauptaufgaben
Incumbent plans, programs, coordinates and executes movement of passengers, military supplies, equipment and humanitarian rations in support of peacetime, wartime, contingency and exercise operations into, through and out of Italy and various Locations throughout the Southern Region, while simultaneously providing support to Vicenza area customer based activities. Coordinates the movement, consignment and documentation of freight and military impedimenta shipments originating and departing from Italy and the Southern Region, encompassing international and domestic shipments. Incumbent advises on transportation of dangerous goods that is moved through and coordinated by the MCO. Coordinates with the transporter to ensure proper loading and securing of cargo. Authorizes shipments by signing applicable freight warrants and is required to maintain a "familiarization" knowledge pertaining to the movement of hazardous cargo. Reviews for economical utilization of available transportation resources in accomplishing recognized movement requirements identified by customer; Monitors the transportation operation and coordinates with consigner and consignee and transporters to insure adequate and on time completion of transportation tasks. Reviews request of cargo to be shipped received from units within the assigned area of responsibility to determine mode of transportation, requirements, hazardous items to be shipped, special equipment required for loading and off-loading. Evaluates costs, reviewing rate of movers and internal transportation sources. Determines mode of transportation under consideration of quantity, weight, dimensions, hazardous items, destination, costs, availability and loading capacity of military transporters. He/she studies and applies published classification guides, rate tariffs, for movement by all modes of transportation and considers such factors as the suitability of the route, availability of facilities or the use of multiple carriers to arrive at the proper rate and route. Performs cost comparison and determines the most efficient and economical transportation mode; rail, commercial highway, military conveyance, air or ocean transportation, selecting the Lowest cost mode that will satisfy the Required Delivery Date (RDD). Incumbent coordinates with the carrier industry for making available the appropriate transport equipment to effect the move. Provides direct assistance to units during out Loading, ensuring that equipment is properly choked, blocked, braced and tied down for movement in compliance with U.S. Army and European international rail Conventions standards. Maintains commitment and obligation ledgers ensuring estimated costs are immediately logged and balanced. Performs the costing of freight or passenger warrants, reviews all carrier bills for detention or accessories service charges for accuracy and certification by the transportation officer. Receives advance notification on shipments moving through the pipeline to supply activities and military units in Italy and the originating shippers through transportation consignees informed on any changes to the RDD. Upon arrival of shipment personally conducts inspection of the commodity received for damage or pilferage during transit, comparing delivery receipts with shipping documents to ensure that all materials have been accounted for and delivered to the consignee. Notes any discrepancies or unusual condition on the carrier delivery receipt and refers to supervisor for remedial action. Once consignment is made incumbent prepares a Transportation Discrepancy Report (TDR) outlining the complete nature of damage to the goods, if required. Maintains close Liaison with commercial transportation firms in order to keep customers informed for immediate consignment. Initiates tracer action as required. Prepares various transportation reports and compiles statistical data for submission to the battalion headquarters element. Incumbent serves as primary interface between customers, carriers and steamship companies and U.S. Customs clearance officers for consignment, off Loading, and release of empty containers to the carrier. Monitors and makes necessary security arrangements for containers transporting cigarettes, weapons and sensitive-cargo. Prepares monthly detention report covering containers not empty by customers within the allotted time frame. Operates military vehicles to support coordination of daily operational requirements for shipment and receipt of a myriad of commodities.
Tour of duty: 40 hours per week, Monday through Friday, from 0800 to 1700, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-04 grade level: Diploma di Laurea triennale plus 30 CFU towards a Diploma di Laurea Magistrale/Specialistica. Education must be directly related to the occupation.
