NOTE: This is a trainee position, target UA-03. Position may be filled at the UA-04 or UA-03 grade level. If position is filled at the UA-04 grade level, incumbent may be promoted non-competitively to the UA-03 grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.

Hauptaufgaben
Incumbent exercises a practical knowledge of engineering methods and techniques to perform a variety of technical duties related to the planning, scheduling, evaluation, and efficient use of Government-controlled and Government-leased housing facilities. Responsible for planning, programming, coordinating, and monitoring all projects related to the maintenance, repair, modification, rehabilitation, improvement, and minor construction of all assets under the responsibility of the housing division. Analyzes existing facilities in terms of past, present, and future maintenance costs, condition, and requirements. Prepares the annual and long-range maintenance, repair and/or improvement work programs for the housing division and reviews status of projects to determine problem areas. Initiates acquisition packages for Government- leased quarters. This includes, but is not limited to, initial survey, contact with owner/contractor, determination of requirements, technical evaluation, determination of acceptability, and coordination with staff officials at higher headquarters. Represents housing interests in the development of engineering plans, procurement acquisition plans, and corresponding drawings, specifications, and contracts. Personally writes specifications for certain assigned projects (e.g., a master key control for Government-controlled housing facilities). Reviews plans, designs, and specifications (e.g. for electrical wiring upgrade, installation of new windows, installation of patios in Government-controlled housing) prepared by both in-house and contractor design teams for validity, accuracy, completeness, and fulfillment of housing requirements. Signs official designs for the housing division, ensuring that requirements have been met. Participates in weekly master planning, scheduling, and design meetings to promote initiatives proposed by the housing division and to resolve a variety of housing problems. Directs and coordinates the performance of inspections of housing facilities and ascertains quantitative and qualitative progress of programs, initiating follow-up actions if work performance does not conform to requirements and/or acceptable standards of workmanship. Reviews all work order requests to determine conformance to existing regulations and directives, validity of work requested, priority of requirements, and approval limitations. Searches out and locates a variety of housing units for lease by the Government. Assignments require frequent travel and inspections in and about housing units and facilities. Personally contacts host nation landlords/contractors and exercises tact and diplomacy in proposing lease by the Government. Based on the age, condition, and maintainability of the housing facilities under consideration, determines acceptability of the unit and the nature and extent of corrective action required for beneficial occupancy. Ensures that all housing division annual work plan requirements are represented in the budget development process. Provides actual and anticipated cost input based on current and historical records of job order and project costs.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE:
At the UA-04 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-04 grade level: Diploma di Laurea triennale plus 30 CFU towards a Diploma di Laurea Magistrale/Specialistica.
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Diploma di Laurea Magistrale/Specialistica or Diploma di Master universitario di primo livello.
Education must be directly related to the occupation.
NOTE: Knowledge of the English language, both oral and written, is required in order to read technical instructions and directives, prepare technical specifications, and participate in technical discussions.
