Job Title: HSE Manager Project: Erection and commissioning of a shredder in a steel plant Location: Cremona, Italy Start Date: March Duration: 6 months, renewable Working Hours: 8 hours per day, 5 days a week (Saturday’s on occasion) Schedule: Mainly morning shifts (no nights) alternating with the HSE Supervisor Accommodation, meals, and transport: Covered by the technician Job Description: The HSE Manager will be responsible for coordinating and implementing the Health, Safety, and Environmental (HSE) Management System adopted by the Client at external construction sites. Working closely with the Site Manager and Commissioning Manager, the HSE Supervisor will ensure compliance with safety regulations and best practices throughout the project. In detail, the candidate will: Study the safety documentation provided by the Client (Safety and Coordination Plan or similar document) and the applicable legislative requirements in the country where the site is located. Draft and keep the Health and Safety Plan updated in collaboration with HSES. Integrate, where necessary, the procedures of Health and Safety Management System with the requirements established by the applicable regulations, both local and Client-specific. Draft and update the emergency and evacuation plan based on the actual site conditions. Assist in the procurement of Personal Protective Equipment (PPE) to be provided to site personnel and visitors before access and ensure the availability of the necessary PPE for the entire project duration. Organize specific and updated safety training related to the risks present at the site, the safety measures to be adopted, and the procedures to be followed by site personnel. Implement the personnel identification system on-site and ensure that only authorized personnel can access the site. Implement the vehicle and equipment identification system on-site. Organize periodic safety coordination meetings - documented with minutes - (and, if necessary, with the Client’s Coordinator) to predefine the procedures to be followed on-site. Organize emergency drills (mock drills) based on the site configuration and the emergency plan contents. Conduct safety compliance inspections on-site, including verifying safe work procedures, drafting written reports, and providing recommendations. Temporarily suspend activities if safety conditions are deemed inadequate. Organize and document safety meetings (Toolbox Talks) on-site to highlight critical issues, restore safety conditions, and resume activities. Report any non-conformities related to improper personnel behavior and/or unsafe working conditions. Implement the Permit-to-Work system and Lockout/Tagout (LOTO) procedure on-site during the plant commissioning phase. Organize any additional safety training courses required on-site. Manage incident reporting processes, including event investigation, root cause analysis, and the implementation of corrective and preventive actions.
