Consistently manage the assigned jobs by managing and coordinating all the Commissioning Activities from the plant start-up until acceptance of biological commissioning and performance testing, meeting, and possibly improving timing and costing.
Responsibilities
Key Results:
1. Ensure planning, coordination and cooperation between commissioning team and the operators in field;
2. Ensure the application of the highest safety standard in the start-up and operation phase as well as the full compliance to the safety rules;
3. Keep/improve the project budget with regard to the area of their competence;
4. Meet/improve the job schedule;
5. Achieve the Customer Satisfaction rate;
6. Fulfill the agreed reporting with reliable data and within the requested deadline;
7. Provide risk analysis and develop/manage a mitigation plan regarding commissioning and start-up phases;
8. Identify opportunities to increase revenues;
9. Ensure the consistent “hand-over” to the Customer/operation team, delivering an effective, safe and reliable “product”, ensuring adequate training of the users (operator).
Job Responsibilities:
1. Manage all activities from plant start-up (dry commissioning) until acceptance test of commissioning;
2. Read, analyze and understand the contract, meeting (but not exceeding) Anaergia obligations;
3. Estimate, develop and agree on job schedule and budget with the SM/PMS;
4. Manage, meet and possibly improve the budget and timing;
5. Monitor the functionality of all plant components during commissioning phase;
6. Manage/coordinate all resources involved in commissioning activities, either through updating and distributing detailed schedules and/or setting regular site meetings;
7. Early identification of project risks and adoption of appropriate countermeasures;
8. Manage relationship with the customer’s project leader within the limits of site-related matters and agreed project communication plan;
9. Manage relationship with the clients operators regarding operating issues and organization of tasks, including technical correspondence;
10. Ensure that the O&M manual is prepared and delivered on time by the engineering team before start of commissioning;
11. Train operators/clients regarding daily operating business;
12. Manage tests of components and prepare all test protocols;
13. Support AE with estimating commissioning services;
14. Provide feedback to the office-based team (PE/PM/AE/etc.) with lessons learned for continuous improvement;
15. Create, update and deliver reporting as per agreed reporting plan.
The CEs are authorized to:
1. Sign correspondence to customers within the limits agreed (communication plan);
2. Instruct the operators on site within the agreed limits;
3. Manage T&L expenses within the project-related assigned budget.
Safety and Quality Responsibilities:
The CEs are responsible for the rigorous application of the company rules regarding project development, data accuracy, and respect of contractual/agreed deadlines. The start-up represents a critical phase concerning safety risks; the CEs must respect all general and project-specific safety rules, applying and ensuring application of all prescriptions to the best of their ability. It is also the CE’s responsibility to ensure that all people involved in commissioning activities are adequately trained for their roles and to notify all misses and claim for stopping activity in case of severe negligence/risks.
Job Qualifications
Educational competencies and working experience:
1. The CEs hold a technical diploma or graduation in:
* Civil Engineering
* Mechanical Engineering
* Electrical Engineering
* Chemical Engineering
1. They have a minimum of 3 years of experience as Site Manager in the Industrial/Biogas power plant construction.
Skills required include:
1. Fully skilled in reading and understanding technical drawings, documents, specifications, P&IDs, Control narratives, Cause-effect diagrams;
2. General knowledge in all disciplines involved with commissioning (mechanical, electrical, instrumental, biological, etc.);
3. Experience in training resources on safety and technical matters;
4. Ability to manage basic relationships with customers;
5. Experience in leading and coordinating assigned resources (including vendors);
6. Ability to manage detailed job schedules;
7. Skilled in understanding and using control systems for industrial uses (SCADA, DCS);
8. Experience in managing according to ISO standards (ISO 9001, 14001, 45000);
9. Solid experience in waste treatment, anaerobic digestion, and water treatment plants sector;
10. Excellent knowledge of the Italian language;
11. Good knowledge of English, both written and spoken.
Desirable competencies:
* Biogas specific competence.
Soft Skills
The CEs should possess strong leadership skills based on technical and biological competence to gain discipline and respect from managed resources. They should exhibit teamwork attitudes, a good sense of responsibility in completing assigned tasks, flexibility in working schedules, and a strong attitude in failure analysis and problem-solving.
Transversal skills, while not essential, include knowledge of other foreign languages.
