Field Operations & Commissioning Site Leader

We are looking for Field Operations & Commissioning Site Leader for one of our clients with the following details:
Location: Italy then Iraq
Duration: 1 year, extendable
The position will be based in Contractor office for 6 months (Italy) and in Basra (Iraq) on resident basis for the installation period and the start-up.
Qualifications & Experience Required:
* Professional Experience: >20 years in Oil and Gas projects
* Experience in similar position: At least 3 years of experience in a similar position during project, relevant site experience in an onshore field, and 10 years as Commissioning Manager is required. Experience as Production Manager, Site Manager, or equivalent is also required to meet the Field Operation aspects of this position.
Activities:
* To adopt & demonstrate exemplary behavior with regard to HSSE requirements.
* To coordinate activities required with affiliate Field Operations entity, based on Project needs.
* To adopt and demonstrate exemplary behavior with regard to the Company Ethics and "Code of Conduct" policy, and to promote and enforce the Corporate Anti-Corruption Program within the project team.
* Engineering follow-up: To control and monitor Contractors' performance for the subject relative to Field Operations by ensuring timely delivery and review of Contractor's engineering documents, studies, and queries through an efficient technical coordination scheme with the Contractors.
* Pre-commissioning, commissioning and Start Up: Monitor and support Commissioning activities with Contractor.
* Attend Safety related studies and follow-up.
* To identify and deliver all studies and documents (dossiers) related to Field Operations.
* To prepare and launch contract with affiliate if required (i.e MIEC).
* To ensure that the latest digital and carbon footprint reduction initiatives are studied and implemented if possible.
* To prepare and ensure a clear and efficient handover to the Authorities at the end of the Operation phase.
Reporting to the EGE Project Manager, the job holder is in charge to:
* Ensure that new designs and developments are implemented in such a manner that future operations will be performed safely, minimizing environmental impact and being cost-effective. Facilities should be reliable, maintainable, and inspectable.
* Provide support and challenge the Contractor in the safety engineering exercise. Promote alternative designs to optimize works and schedule.
* Prepare and start to implement with affiliate FOPS teams all future means for the Contractor to operate the EGF.
* Timely review and comment on engineering documents; liaise with other engineering specialists and entities (affiliate Operations, headquarter, etc.) as required.
* Modify and update key Operations documents like (but not limited to) Operations Philosophy, Maintenance and Inspection Philosophy, Plant Availability Study, OPEX update, etc.
* Prepare all the audits and reviews related to Field Operations discipline.
* Be involved in activities regarding the creation and establishment of the HSE dossier.
* Provide Operational inputs, based on company referential and international standards, good practices, and a pragmatic approach to Safety Engineering studies.
* Prepare Commissioning with Contractor during detailed engineering and support the Commissioning contractor team during commissioning activities.
* Interact constructively with affiliates to minimize impact on facilities already in production and minimize production shortfalls.
* Prepare the SIMOPS and define scope for modifications to be done during facilities Shut Down.
* Actively participate in site Surveys and information gathering for the Project.
