Job Description
Position Title: Workforce Manager
Division: Workforce Development
Work Location: Florence, Kentucky
Supervisor: Associate Director of Workforce
Supervises:
* Quality Assurance and Data Specialist
* Workforce Youth Navigator
* Student Interns
Pay Range: $65,000-$75,000
Position Purpose:
Provides leadership and direction regarding Workforce contracts to ensure optimal results, with special attention paid to Workforce Innovation and Opportunity Act (WIOA) and State contracts. This is a highly responsible position in providing guidance and leadership to the NKADD Workforce Division. This position will require a high level of independence, diplomacy, initiative, problem solving ability and attention to detail. This position will provide leadership to staff and volunteers (board members).
Responsibilities/Duties:
* Provide leadership to and collaborate with contracted service providers for WIOA contracts including, KY Career Center Operator and WIOA Direct Workforce Services for Adults, Dislocated Workers and Youth to ensure impact and accountability.
* Foster strong relationship with KY Education and Labor Cabinet (ELC) team through direct communication with ELC to remain compliant with WIOA contractual expectations. This position serves as the primary liaison between ELC and the NKY Workforce Investment Board (NKWIB).
* Conduct annual Program Monitoring of WIOA subcontracting organizations.
* Provide staff leadership to NKWIB Program-Youth Committee.
* Manage competitive procurement process for WIOA contracts, at minimum every three years.
* Supervise Quality Assurance and Data Specialist, Workforce Youth Navigator, and Student Interns.
* Partner with post-secondary institutions to identify and onboard college interns.
* Assist Associate Director of Workforce with obtaining resources to continue, add, or enhance programs and/or initiatives.
* Be consistently on the lookout for ways to enhance the connections between job seekers and employers.
* Other relevant duties as assigned.

Desired Minimum Qualifications:
* Bachelor’s degree in a suitable field or any combination of training and experience which meets the desired knowledge, skills, and abilities.
Knowledge, Skills, and Abilities:
* Extensive knowledge of the concepts, theories, principles, and practices of manpower training and workforce development.
* Clear and concise oral and written communication skills.
* Independent judgment to plan, prioritize, and organize diversified workload.
* Strong knowledge of a variety of computer software applications in word processing, spreadsheets, database, and presentation software.
* High level of interpersonal skills to handle sensitive and confidential information. Position continually requires demonstrated poise, tact, and diplomacy.
* Ability to establish and maintain effective personal and consultive relationships with private business, federal, state, and local governmental agencies, other staff members, staff members of liaison organizations, and local government officials.
* Attention to detail in research and creation of reports and materials as well as establishing priorities and meeting deadlines.
* Must be able to work in a fast-paced environment with demonstrated ability to juggle and prioritize multiple, competing tasks and demands and to seek supervisory assistance as appropriate.
* Must be a self-starter and willing to lead by example for a team.
* Ability to prepare plans and reports in a neat, concise, and accurate manner and publicly deliver the information.
Special Position Requirements:
* Travel and off-site work.
* Valid Driver’s License.
* Occasional irregular hours.
Work Requirements:
Work is performed typically indoors in an office setting. It requires intermittent standing, sitting, or stooping. Work requires consistent use of computer and phone system as well as other office equipment.
