General Position Description
The Director of Operations (DOO) executes a company’s strategy and objectives as it relates to the performance/execution of large regions and major programs involving multiple project executives and execution teams. They must align to the corporate vision and oversee the objectives to reach the regional or program overall goal. The DOO reports directly to the Chief Operating Officer and is closely aligned with other C suite leaders in the performance of all functions required to support operations.
Conti Federal Services is Headquartered in Orlando, Florida, however, the Director of Operations will be located in either Germany or Italy.
Responsibilities
* An Executive Operations leader who manages multiple programs or a large region and market. Directly accountable for performance, execution and client satisfaction of those projects and programs.
* Responsible for executing to the corporate vision and strategy and ensuring performance meets commitments as established by senior leadership.
* Leads and manages multiple Project Executives, ensuring they have the guidance, tools and parameters necessary to deliver successfully.
* Establishes and manages key performance metrics for teams and ensures teams can deliver to established goals.
* Manages key client relationships and is the senior executive coordinating with the client senior management/execution team.
* Investigates the marketplace for potential competition and partners (large, small, and SDBs) prior to opportunities being released. Evaluates trade partner performance and potential fit with the company. Works with the Estimating and Proposal teams to incorporate this information into bids and proposals.
* Leads the capture process for his team and ensures that an integrated strategy is developed to maintain required backlog and annual volume.
* Collaborates with the Proposals, Estimating, Marketing, and Contracts staff on proposal preparation. This preparation includes executing teaming agreements, identification of key personnel, drafting a technical approach, creating organizational charts, creating a project schedule, and identifying risks.
* Executes in line with company financial targets.
* Gathers intelligence on, understands and can assess project schedule progress and competition forecast.
* Manages team performance and has senior supervisory oversight of execution teams.
* Working with the Business Development and Proposal Team lead, provides input into win themes, key differentiators, and executive summaries to drive decision making in support of comprehensive and compliant proposal submittals.
* Actively develops client relations to generate opportunities for new work.
* Is responsible for customer feedback on project performance so project planning and execution can be modified based on an integrated assessment approach.
* Prepares for and sets goals for negotiations. Understands the motivations of the key players and decision makers in the negotiation and knows how to answer their questions.
Qualifications
* For Security Clearance Requirements – must be a US Citizen, as required.
* Bachelor’s degree in Engineering, Science, Communications, Business Administration, or a related field.
* Ten or more years of program management experience in the US Federal Government contracting space.
* Has a solid time management system, cost conscious, and demonstrates excellent communication and organizational skills.
* Excellent proficiency in MS Office products (primarily Teams, Word, Excel and PowerPoint).
* Willing and able to travel frequently and for extended lengths when required.
