Mission
The mission of a Health, Safety, and Environment (HSE) Technician is to support the implementation and enforcement of health, safety, and environmental policies in the construction plants to ensure a safe and compliant environment for all personnel.
The solar project (6.5MW) is located in the province of Taranto, in the Apulia region of Italy.
Responsibilities
* Implement and maintain Zelestra's Integrated Management System in accordance with the requirements of ISO 45001 and ISO 14001 across all projects.
* Develop the Health, Safety, and Environmental (HSE) Plan and associated documents for construction projects, both during the bidding phase and the execution phase, ensuring compliance with internal and client requirements.
* Review and approve the contractual documentation from clients and contractors related to health, safety, and environmental matters (procedures, plans, reports, etc.).
* Contract and manage external providers for health, safety, and environmental services, ensuring validations and access control at construction sites.
* Coordinate and supervise the HSE technical team on-site, ensuring the correct implementation of procedures and established standards.
* Design, implement, control, and maintain an HSE inspection and observation plan focused on the project team, conducting daily inspections and observations of activities at the project site.
* Monitor and evaluate compliance with applicable legislation, standards, ordinances, and regulations concerning health, safety, and environmental matters on all construction projects where Zelestra is involved.
* Monitor and enforce compliance with the minimum requirements set for contractors, ensuring adherence to HSE norms and standards.
* Ensure traceability of data related to health, safety, and environmental indicators by reviewing corresponding documentation and field evidence.
* Hold regular meetings with HSE technicians to analyze deviations in system application and define corrective actions.
* Conduct internal audits of the system and monitor corrective actions implemented in construction projects.
* Advise and follow up directly on accident investigations that occur on-site, ensuring the proper implementation of corrective measures.
* Hold weekly and monthly meetings with contractors, documenting meeting minutes and ensuring follow-up on discussed topics.
* Utilize the tools and control sheets provided by Zelestra for project control and monitoring, ensuring efficient management and proper information handling.
* Review internal monthly reports on health, safety, and environmental matters and submit them to clients.
* Identify and monitor Non-Conformities, Preventive Actions, and Corrective Actions, implementing action plans to resolve issues in health, safety, and environmental matters.
* Implement cross-cutting actions through the HSE teams on-site to improve the execution of procedures and increase safety at the job site.
* Provide support in conducting external audits (second and third-party), ensuring compliance with established regulations and standards.
Job Requirements
* Bachelor’s degree in industrial engineering, Occupational Health and Safety, Environmental Engineering, or related fields. Preferred certifications: CSP (Certified Safety Professional), NEBOSH, ISO 45001/ISO 14001 Lead Auditor.
* Experience in safety and health management systems, environmental management for at least 7 years, preferably in the renewable energy sector.
* Knowledge of Regulations and Standards: Strong knowledge of OSHA, EPA, and other local and international safety and environmental regulations, as well as ISO 45001 and ISO 14001 standards.
* System Management and Audits: Skilled in implementing and overseeing HSE systems, with experience in internal and external audits of safety and environmental management systems.
* English language. B2-C1 level required. Native Italian or high level.
* Contractor Management and Communication: Experience in monitoring contractors' compliance with safety requirements, managing client and contractor relationships, and writing clear, precise technical reports.
* Technical and Leadership Skills: Ability to design and implement HSE inspection plans, lead multidisciplinary teams, manage projects, and make corrective decisions to address safety and environmental deviations.
