You will serve as a SUPERVISORY CONTRACT SPECIALIST for the NAVSUP Fleet Logistics Center Sigonella (FLCSI) Contracting Department, Sigonella, Italy. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the {GS-12} grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting acquisition planning and contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals; Preparing solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; Developing business clearances detailing the pre-negotiation position utilizing audits, technical reports, and cost and/or price analyses.
