Hauptaufgaben
Incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, and direction of the entire facility, systems, mechanical and electrical preventive maintenance programs for the United States Garrison Italy. Applies an extensive knowledge of professional, technical and managerial concepts, principles, methods and practices in the electrical/mechanical engineering fields. The position requires a broad technical planning background and experience in various functions, a full in-depth understanding of the Public Works and the Host Nation and Higher Headquarters policies, procedures, as well as the authorization, appropriation, and security processes. Serves as the primary point of contact for all maintenance tasks requiring coordination with other external agencies. Serves as the Operations and Maintenance Division (O&M), Maintenance Program Manager and primary point of contact for all Directorate of Public Works (DPW) O&M in-house and contract preventive maintenance tasks and projects. Responsible for the overall management, control, development, coordination, and execution of assigned programs. The Maintenance Program Manager is responsible for day-to-day coordination within the DPW to define maintenance needs, quantify effort required, and assess available resources to provide the services. Is independent in resolving problem issues and working with shops Foremen and Branch Chief. Reviews and monitors the overall program execution and makes adjustments as necessary based on circumstances and priorities. Consults and coordinates activities with subject matter experts, representatives of Host Nation and other Federal agencies, clients and partners, business concerns, and others. Incumbent implements corporate decisions, guidance, laws, regulations, security considerations and policy into the development of assigned projects. Provides periodic briefings on program status to agency/customer and others. Researches, interprets, analyzes and applies recurring facility maintenance and customer service, data standards and analysis, industrial control systems, utilities, electrical and mechanical systems, warranty management, contingency planning, non-recurring purchase contracts, and engineering guidelines, policies and regulations. Reviews individual project submittals for maintenance and/or repair of facilities and utility infrastructure to ensure the scope of work sufficiently covers all aspects of maintaining efficient mission support to the building/facility occupants. Recommends and initiates alterations to scopes of work, as necessary. Monitors all maintenance actions ensuring accurate submittal into the GFEBS system. Formulates alternative action proposals on the basis of reviews findings. Documents results of investigations and alternative action proposals. Prepares and answers correspondence relevant to preventive maintenance programs. Prepares fact sheets, issues papers and decision documents as necessary. Prepares and coordinates Service Contract packages to the Regional Contracting Office (RCO) for procurement. Conducts and oversees facility or component inspections and assessments, collects and analyzes data, and formulates strategies for repair or investment. Prepares project management plans, scopes of work, government costs estimates and other project-related documents.
NOTE: Business-related travel is required up to 10% of the time.
Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-01 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
NOTE: Knowledge of and fluency in the English and Italian languages, both oral and written, as well as excellent oral presentation and written communication skills, are required of the position.
HOW YOU WILL BE EVALUATED: In order to qualify for this position, your application must provide sufficient experience and education to meet the requirements of the position. You will be rated based on the experience and education described on your application.

Applicants are required to possess:
- A 3-year degree: "Laurea" in "Ingegneria Elettrica" or "Ingegneria Meccanica";
- Certification of enrollment in the "Ordine degli Ingegneri" with authority to sign, as a "Responsabile Tecnico", the "Dichiarazione di Conformità" for all extension, alteration, modification, repair and maintenance works on mechanical and electrical systems for which a "Dichiarazione di Conformità" is mandatory by law, D.M. 37/08.
- A valid Italian driver's license type "B".
